Waters worked in a garment factory and as a telephone operator before being hired as an assistant teacher with the Head Start program in Watts in 1966. She later enrolled at Los Angeles State College which is now called California State University, Los Angeles. While at the college she received a bachelor’s degree in sociology in 1971.

Maxine is currently in her 15th term as a member of the Democratic Party.

Maxine is also the most senior of the twelve black women currently serving in Congress. From 1997 to 1999, she chaired the Congressional Black Caucus. She is the second most senior member of the California congressional delegation after Nancy Pelosi. Moore Waters is currently the chairwoman of the House Financial Services Committee.

Prior to becoming a U.S. Representative, she served in the California State Assembly. She was elected to the position in 1976. While she was an assemblywoman, she advocated divestment from South Africa’s apartheid regime. n Congress, she was an outspoken opponent of the Iraq War and has sharply criticized Republican Presidents George H.
